猫要考雅思了，帮忙改的，放在这里给有需要的看。归功于常年跟老外作战，猫的作文水平其实已经挺高大上了，这里只是稍作修改。

The heavy traffic has been a public issue for long, causing a series of problems in metropolitan areas. Some people, therefore, proposed another [a] way to solve the traffic problem - Provide[ing] free public transportation 24/7. [However,] I'm personally not in favor of this solution.

Free public transportation do[es] have a varieties of benefits and [such as] change[ing] the way how people going out. [By this way,] More people who are driving to work can take public transportation as an alternative, which, to some extent, reduces the traffic of private cars. However, less private cars on road is not equal to a better traffic condition. 

A good traffic condition involves many factors. The drawbacks of free public transportation neutralize the benefits. Firstly, higher affordability of transportation means less barrier.  More specifically, people will take buses or metros whenever they want, even it's walking distance. [Therefore,] This will [can] largely worsen the condition of public transportation. Second, nine [am] to five [pm] is the working time for most people, a free transportation service 24/7 will not benefit the rush hour, or even causing more traffic during this period. (Looks like the point of view from Shanghai subway poll seeing at WeChat, lol.Very good points.)

Another [The third] main issue it will cause is that this free service 24/7 is a waste of government resources. In off-peak time, there might be few people in a metro or a bus. What's worse, the high maintenance cost will put more burden on the taxpayers.

(It'll be even better that we fact something supporting the strong points above.)

[Historically, we are not seeing high welfare states such as Switzerland covering free service to all public transportation, not to mention undeveloped countries such as China is not able to cover the costs. The massive population, fast development of urbanization, and rising costs will stop such Utopian ideas from the beginning.]

All in all, free public transportation can have good effects in short term. But in the long run, it will harm the traffic condition, and the economic as well.
